Incumbent Democrat Norma Torres, who won reelection in 2024 with 58.4 percent of the vote, advanced from the June 2026 top-two primary alongside Republican Mike Cargile to face off again in the November general election for California's 35th congressional district. Forecasters across outlets including the Cook Political Report and Sabato's Crystal Ball rate the race Solid or Safe Democratic, consistent with the district's D+6 Cook Partisan Voter Index and its voter registration edge favoring Democrats. The outcome reflects the seat's established partisan lean in the Inland Empire region, Torres's incumbency advantages in fundraising and name recognition, and the absence of competitive challengers or major shifts in local dynamics since the prior cycle. Late developments such as unusually high turnout swings or unforeseen candidate issues remain the primary variables that could narrow the margin in a general election.
