Georgia's 13th congressional district remains a strongly Democratic seat following the death of longtime incumbent David Scott, with the November 2026 general election featuring Democratic nominee Jasmine Clark against Republican Jonathan Chavez. The district's partisan composition and historical voting patterns create a wide structural advantage for the Democratic candidate, making an outright majority in the first round the expected outcome under Georgia's rules requiring over 50% to avoid a runoff. Trader consensus at 93.5% for an outright winner reflects the absence of competitive dynamics or recent developments—such as candidate withdrawals, polling shifts, or external events—that would fragment the vote enough to force a second round. The special election runoff on August 25 does not alter the general election trajectory.
