The SPR stood at 289.7 million barrels as of the week ending August 21—its lowest since 1982 and about 40.6% of 714 million barrel capacity—after a 3.7 million barrel weekly draw. Commercial crude stocks (excluding SPR) edged up modestly to 428.9 million barrels, roughly 1% above the five-year average, supported by steady 13.8 million barrel-per-day domestic production amid fluctuating imports, exports, and refinery runs. Weekly EIA Petroleum Status Reports, next due September 2, will shape near-term sentiment through September 25, with high refinery throughput and net import weakness likely to influence commercial builds or draws.
