**Troy Carter**, the Democratic incumbent in Louisiana's 2nd Congressional District, enters the November 3, 2026 all-party primary with a substantial edge in a district rated Solid or Safe Democratic by forecasters. The seat, redrawn after the Supreme Court ruling in *Louisiana v. Callais*, remains the state's sole Black-majority district and has delivered Carter 60%+ in prior cycles. Multiple Democratic challengers have qualified alongside limited Republican and Libertarian candidates, but vote fragmentation on the right and Carter's established base in New Orleans and Baton Rouge areas support expectations of a first-round majority. Under Louisiana's jungle primary rules, any candidate topping 50% wins outright and avoids the December 12 runoff. Trader consensus at 74% for an outright winner reflects this structural advantage and the absence of a competitive Republican field capable of denying Carter a majority.
