Florida's 13th Congressional District remains a Likely Republican seat heading into the November 2026 general election, with incumbent Anna Paulina Luna facing Democrat Leela Gray. Multiple nonpartisan forecasters rate the race Likely Republican, reflecting the district's R+6 Partisan Voter Index and recent redistricting that strengthened GOP-leaning areas in Pinellas County. Luna holds a substantial fundraising edge and benefits from the seat's consistent Republican performance in prior cycles. A late August Democratic poll showed Gray narrowly ahead in head-to-head testing, though still within the margin of error and consistent with a competitive but GOP-favored environment. Traders' consensus aligns with these structural factors and historical midterm patterns in similar districts.
