The US Strategic Petroleum Reserve stands at roughly 287 million barrels as of early September 2026—about 40% of its 714-million-barrel capacity and near a 44-year low—after repeated releases tied to global supply shocks, including the Iran conflict. Late-August announcements of a US-backed deal securing majority control over 65 billion barrels of Venezuelan proven reserves, representing roughly one-fifth of Caracas’s total, have shifted trader focus toward potential inflows. Energy Secretary Chris Wright indicated in early September that heavy, high-sulfur Venezuelan grades would likely enter via swaps for lighter domestic crude rather than direct storage, with White House comments pointing to possible reserve deliveries as soon as November. Venezuela’s current output of about 1.25 million barrels per day, with over 500,000 barrels daily already reaching US Gulf refineries, faces multi-year ramp-up hurdles from infrastructure and investment needs. These dynamics frame market-implied odds around near-term addition as dependent on swap execution and production timelines amid ongoing monetary policy and geopolitical volatility.
