Incumbent Republican John Carter secured his party's nomination for Texas's 31st congressional district without significant primary opposition after facing multiple challengers earlier in the cycle. The district's established Republican lean, reflected in historical voting patterns and recent nonpartisan ratings classifying the seat as solidly or likely Republican, underpins trader consensus favoring the GOP at 89.5 percent. Democrat Justin Early secured his party's nomination, yet faces structural barriers in a district where Republicans have held the seat since 2003. With the general election set for November 2026 and limited polling or fundraising signals indicating a competitive shift, the implied probability aligns with the seat's baseline partisan makeup and the absence of major recent developments that would alter the balance.

A candidate without a ballot-listed affiliation to either the Democrat or Republican parties will be considered a member of one of these parties based on the party with which they most recently expressed their intent to caucus at the time all of the House elections are conclusively called by this market's resolution sources.

If there is ambiguity, this market will resolve based solely on the official results as reported by the United States government, specifically the Federal Election Commission (https://www.fec.gov/).
