Incumbent Democratic Representative Henry Cuellar, first elected in 2004 and the winner of his March 2026 primary, faces Republican nominee Tano Tijerina in the November general election for Texas’s 28th congressional district. The district’s partisan voting index of R+3 and border-region demographics create a competitive environment, yet Cuellar’s established record and name recognition have sustained Democratic advantages in recent cycles. With both major-party nominees now set following the primaries, traders appear to weigh the structural benefits of incumbency and historical voting patterns more heavily than the challenger’s local profile, producing the current market pricing. No major late-breaking developments have altered this positioning since the primary outcomes.
