This follows Israel's July 26 cabinet approval of a legal framework for a multinational International Stabilization Force under UN Security Council Resolution 2803. Deployment remains stalled, however, amid incomplete verified decommissioning, conditions for Israeli withdrawals, and persistent low-level clashes along access lines. Pledges from prospective contributors such as Indonesia, Morocco, and Albania have not produced operational forces. Mediators including Egypt, Qatar, and Turkey continue phase-two talks on governance and reconstruction, with the August 31 resolution deadline approaching and no foreign security personnel yet on the ground.
