Maryland Question 3 is a ballot measure scheduled to appear in the statewide general election currently scheduled for November 3, 2026, which would loosen the requirements for the drawing of federal congressional districts in the State of Maryland, among other measures. This market will resolve to “Yes” if this ballot measure is approved as a result of a Maryland statewide election held on or before November 3, 2026. Otherwise, this market will resolve to “No.” If voting on the specified ballot measure does not occur, or the results thereof are not known definitively, by March 31, 2027, this market will resolve to “No”. Subsequent litigation or any failure to implement the measure will have no impact on the resolution of this market. This market will resolve based on a consensus of credible reporting. If there is ambiguity, this market will resolve solely based on official information from the State of Maryland, including the Maryland Board of Elections (https://elections.maryland.gov/). Maryland voters will decide Question 3 on November 3, 2026, a legislatively referred constitutional amendment that would limit state compactness, contiguity, and boundary standards to legislative districts only, leaving congressional maps governed solely by federal law. Democratic lawmakers advanced the measure during an August 2026 special session to create flexibility for future congressional redistricting, following a 2022 court ruling that struck down a prior Democratic map. Lower courts initially blocked the question over procedural deadlines and single-subject concerns, but the Maryland Supreme Court reversed those rulings on September 3 and approved revised ballot language. With Democrats holding supermajorities in the General Assembly and the governor’s office, the 60% trader consensus for passage reflects the party’s structural advantages alongside voter skepticism toward changes perceived as easing partisan map-drawing. No further court or legislative hurdles remain before Election Day.
