The competitiveness of the November 3 general election between incumbent Republican Cindy Hyde-Smith and Democratic challenger Scott Colom, alongside Democratic mobilization efforts targeting Black voters, is the primary driver behind trader expectations for turnout in the 700,000–800,000 range. Mississippi’s historically low participation rates in midterms, with eligible voter turnout around 32.5% in 2022 and roughly 821,000 ballots cast in the 2023 gubernatorial contest, set a baseline below presidential-year levels. Recent polling showing the race within single digits has heightened focus on turnout gaps, though structural factors such as the absence of early voting and the state’s overall voter engagement patterns continue to constrain upside. The market’s leading bin aligns with these precedents while reflecting modest optimism for elevated participation if national conditions sustain Democratic enthusiasm.
