Incumbent Democrat Sara Jacobs secured a strong top-two primary finish in June 2026 against Republican Ricardo Cabrera, advancing comfortably in a district with a Cook Partisan Voter Index of D+10. This outcome reflects entrenched San Diego-area voting patterns favoring Democrats, combined with Jacobs' incumbency advantages in fundraising and name recognition against limited opposition. Forecasters rate the race Solid Democratic or Safe Democratic, aligning with trader consensus pricing Democratic victory near 94.5 percent. Realistic scenarios that could alter the result before the November 3 general election include a major scandal or health event involving the incumbent or an unusually sharp national political realignment capable of overcoming the district's baseline lean.
