The Trump administration’s maximum pressure campaign, including the January 2026 national emergency declaration and tariffs targeting foreign oil supplies to Cuba, combined with the May 1 Executive Order 14404 authorizing secondary sanctions on foreign entities in Cuba’s energy, mining, financial, and security sectors, has driven heightened economic isolation. Designations of military-linked entities like GAESA and subsequent actions through July 2026 prompted international firms, including hotel chains, to exit, exacerbating Cuba’s fuel shortages and fiscal strain. Early 2026 statements from President Trump referenced talks with Cuban officials and calls to “make a deal,” yet policy has emphasized enforcement of the longstanding embargo, Helms-Burton Title III reactivation, and regime pressure rather than sanctions relief. Any prospective agreement would likely require resolution of certified claims, migration cooperation, or political concessions amid ongoing designations and Cuba’s outreach to other partners.
