**Proposition 4 would repeal California's longstanding ban on public campaign financing, permitting state and local governments to create voluntary programs with spending limits, small-donor qualification rules, and restrictions barring use of funds earmarked for education, transportation, or public safety.** Trader pricing at 56.5% for rejection reflects the measure's permissive but untested structure, limited organized campaign activity, and voter caution toward taxpayer-supported candidate funding on a November 2026 ballot already featuring several revenue and spending proposals. Support comes from groups including the League of Women Voters and California Democratic Party, while taxpayer organizations have voiced opposition. No major recent developments or heavy spending have shifted the landscape since legislative referral. The outcome hinges on turnout patterns and broader sentiment toward campaign finance reforms.
