This impasse follows the June 2026 Islamabad memorandum of understanding, which committed the parties to negotiate a mechanism for the stockpile’s disposition, with on-site down-blending under IAEA supervision as the minimum approach, while deferring final terms to a follow-on deal. Progress toward any agreement requiring transfer of material outside Iran remains stalled amid broader negotiation delays, with no resolution of inspection disputes or final commitments by early September. Traders therefore price low odds for a formal surrender agreement by year-end, reflecting the gap between U.S. preferences for removal and Iran’s emphasis on maintaining the current nuclear status quo.
