Trader consensus assigns the strongest probability (78.6%) to 1-100 Gold Cards sold in 2026 because the program, established by executive order in September 2025 and opened for applications in December 2025, has recorded minimal uptake. As of May 2026, federal filings showed just one approval, 338 requests submitted, and 165 processing fees paid, reflecting extended vetting timelines, legal challenges over the donation-based EB-1/EB-2 pathway, and slower-than-expected interest from high-net-worth applicants. These factors have kept volumes near the low end of expectations despite the $1 million contribution requirement, with traders viewing significant scaling as unlikely absent major policy adjustments or accelerated approvals before year-end.
