Recent declines in youth voter enrolment, which fell to 53% by June 2026—the lowest level in 15 years—represent the primary driver shaping trader expectations for turnout in the November 7 New Zealand general election. This trend, down from 60% in 2023 and 70% in 2011, coincides with a 25% smaller dormant roll compared to the prior cycle and ongoing challenges in engaging younger and lower-income voters. Advance voting begins October 26 after the October 25 enrolment deadline, but these structural issues have kept the market consensus clustered on 76-82% turnout ranges. Historical patterns in New Zealand's MMP system and the absence of major mobilization campaigns or controversies in recent weeks reinforce the moderate outlook reflected in current pricing.
