Voters face Proposition 38 on the November 3, 2026 ballot, which would authorize $8.4 billion in general obligation bonds for immunology and immunotherapy research, with half directed to a University of California-affiliated institute and the rest through grants, at least half of total funds reserved for cancer, heart disease, and Alzheimer’s work. Trader sentiment favoring rejection at 56.5% reflects primary concerns over annual General Fund repayment costs estimated at $500–600 million for roughly 20 years, plus the measure’s structure channeling substantial resources to one designated entity rather than open competition. The initiative qualified in June after signature gathering backed by disease advocacy groups and philanthropist Gary Michelson. Endorsements from the California Democratic Party and organizations such as the Alzheimer’s Association have supported passage arguments centered on medical advances and potential revenue offsets, yet fiscal impact analyses and allocation details continue to shape the current market positioning ahead of the election.
