The California Legislature approved and Governor Newsom signed SB 417 in late June 2026, placing the $11.25 billion Veterans and Affordable Housing Bond Act (Proposition 1) on the November ballot. This measure authorizes general obligation bonds for multifamily housing construction, preservation, homeownership assistance, farmworker and student housing, and infrastructure, alongside $1.25 billion in self-supporting revenue bonds for the CalVet program. Trader sentiment favoring passage at 59.5% reflects the measure’s alignment with long-standing state housing priorities, broad legislative support in a Democratic-controlled body, and public focus on affordability pressures, offset by repayment obligations from the General Fund and the presence of a separate homeownership initiative on the same ballot. No major organized opposition has emerged since placement.
