Ukraine's leadership explored holding a referendum on any peace agreement with Russia alongside presidential elections as early as May 2026, following U.S.-mediated trilateral talks in Abu Dhabi and Geneva. Reports indicated pressure from the Trump administration to advance both votes by mid-May, with President Zelenskyy stating that major territorial concessions would require public approval. However, the February 2026 Geneva round produced no breakthrough, subsequent Russian statements rejected further talks without prior Ukrainian concessions on territory and NATO aspirations, and domestic NGOs challenged the referendum's legality under martial law. No ceasefire has materialized to enable voting logistics, and by mid-2026 negotiations remained stalled without a scheduled ballot. Traders assign low probability to scheduling by year-end, reflecting these procedural, diplomatic, and security barriers.

A peace referendum for the Russo-Ukrainian war refers to any nationwide vote relating to peace in the Russo-Ukrainian war or over a peace deal to end the war.
A qualifying referendum will be considered to be scheduled once a date for the referendum to take place has been officially scheduled and publicly announced by a relevant Ukrainian government authority with the legal jurisdiction to do so.
Once a qualifying referendum has been scheduled, this market will resolve to “Yes.” Subsequent legal challenges or other challenges to the legitimacy of the referendum will not affect resolution of this market.
The primary resolution source for this market will be official information from the government of Ukraine; however, a consensus of credible reporting may also be used.
