Since early 2025, agencies such as Commerce, Defense, and Energy have announced or finalized roughly 30 such deals totaling over $27 billion, with Intel receiving a notable 10 percent stake and MP Materials seeing the Pentagon become its largest shareholder; recent July 2026 Commerce letters of intent added six more recipients under the same equity requirement. This approach aims to secure domestic supply chains and reduce reliance on foreign sources, particularly China, while generating potential returns for the government. Additional stakes are likely tied to ongoing CHIPS competitions, NDAA provisions, and critical-minerals initiatives through 2027, with resolution hinging on finalized funding agreements and agency announcements.
