Ismael Burgueño Ruiz, Tijuana mayor and leading Morena contender, holds the highest implied probability in the Baja California 2027 gubernatorial market after taking leave from office in June 2026 to pursue his party's nomination. Recent internal Morena surveys show him ahead of other aspirants, yet the broader field remains fragmented across parties including PAN and PRI figures such as Julieta Ramírez Padilla and Jorge Ramos Hernández. With primaries and alliances still months away, traders price multiple candidates near even odds due to open nomination contests, shifting coalitions, and limited public polling. Upcoming party selection processes and early general-election positioning could consolidate support and widen gaps among the listed contenders.
