In Georgia's 13th Congressional District special election on July 28, 2026, state law requires a majority vote on the all-party ballot for an outright winner; otherwise the top two advance to an August 25 runoff. Multiple Democratic candidates split support in the heavily Democratic district following the April death of longtime incumbent David Scott, with Marcye Scott at 46 percent and Everton Blair Jr. at 37 percent while Republican candidates remained below 10 percent combined. This fragmentation, combined with modest overall turnout and limited cross-party consolidation, produced no majority and created tight trader consensus near even odds on whether an outright winner would emerge. Upcoming developments such as voter mobilization efforts or shifts in early voting patterns ahead of the runoff could still influence perceptions of whether similar dynamics might recur in future contests.
