An appointment will be considered to have occurred when the Verkhovna Rada adopts a resolution appointing Andrii Sybiha as Minister of Foreign Affairs of Ukraine.
A nomination submitted by President Volodymyr Zelenskyy, parliamentary committee recommendation, public statement, media report, expression of intent, informal announcement, or appointment of Andrii Sybiha to perform the minister’s duties on an acting basis will not qualify.
An appointment resolution adopted by the Verkhovna Rada before the market deadline will qualify regardless of when Andrii Sybiha takes the oath of office or begins performing the duties of the position.
If the Verkhovna Rada does not adopt a resolution appointing Andrii Sybiha as Minister of Foreign Affairs of Ukraine by July 31, 2026, at 11:59 PM Kyiv time, this market will resolve to “No.”
