**Strong geopolitical and supply constraints underpin the 72% market-implied odds favoring no Apple purchase of CXMT DRAM in 2026.** Despite Apple’s June lobbying of the Trump administration for clearance—driven by AI-fueled DRAM shortages and price surges that prompted Mac and iPad hikes—CXMT remains on the Pentagon’s 1260H list, exposing any deal to significant political and reputational risk from U.S. lawmakers. WSJ reporting in August confirmed early testing of CXMT chips for China-market devices, yet CXMT’s near-full capacity through 2027 (95%+ utilization) is locked into domestic customers like Huawei and Xiaomi, leaving minimal headroom for Apple. CXMT has also shown no willingness to discount below Samsung, SK Hynix, or Micron levels. These dynamics, combined with export-control limits on custom specifications, explain traders’ consensus that a meaningful 2026 purchase remains unlikely absent major policy shifts.
