**Apple faces intense pressure from an AI-driven DRAM shortage that has pushed memory costs sharply higher and forced price increases on Macs, iPads, and other products, prompting the company to explore CXMT (ChangXin Memory Technologies) as a potential additional supplier.** CXMT, China’s leading DRAM maker with roughly 11% global wafer share (projected to reach 15% by 2028), sits on the Pentagon’s 1260H Chinese Military Company blacklist over alleged PLA ties, creating significant political and reputational risk despite no outright legal prohibition on purchases. Apple has lobbied the Trump administration since at least May 2026 for political cover and has conducted early talks focused on off-the-shelf chips for devices sold in China, with testing reported across iPhone and MacBook lines by August. However, U.S. export rules bar technology or specification transfers, limiting any relationship to standard parts, while congressional opposition remains vocal. CXMT’s capacity is already largely committed through 2027 to domestic customers (Huawei, Xiaomi, Tencent, etc.), with analysts noting it lacks spare volume for meaningful Apple orders and has shown little interest in discounted pricing. These combined regulatory, capacity, and political barriers explain why traders assign a 71.5% probability against purchases occurring in 2026, even as the supply squeeze continues. Key near-term catalysts include any White House response to Apple’s requests and updates on CXMT’s 2026–2027 output allocation.
