This follows Israel's July 26 cabinet approval of a legal framework for a multinational International Stabilization Force under UN Security Council Resolution 2803. Pledges from prospective contributors such as Indonesia, Morocco, and Albania have not produced operational forces. Mediators including Egypt, Qatar, and Turkey continue phase-two talks on governance and reconstruction, with the August 31 resolution deadline approaching and no foreign security personnel yet on the ground.
