A coalition of small grocers and bodega owners filed two lawsuits in Manhattan Supreme Court on August 24, 2026, seeking to halt Mayor Zohran Mamdani’s plan for five city-owned stores offering 30% discounts on staples. The Article 78 petition argues the city failed to conduct required land-use and economic-impact reviews before advancing the $70 million initiative, while the class action alleges violations of state civil rights laws and equal protection by disadvantaging immigrant- and minority-owned competitors. The city is proceeding with operator RFPs due October 16 and maintains the program will withstand scrutiny, with the first Bronx location still targeted for late 2027. Traders are monitoring early court proceedings on preliminary relief, any city responses or settlements, and timelines for hearings that could produce injunctions affecting rollout.

This market will resolve to "Yes" if, between market creation and the specified date at 11:59 PM ET, a court issues any order — including a temporary restraining order, preliminary or permanent injunction, or other relief — that has the effect of prohibiting, suspending, or pausing the opening or operation of one or more of the planned municipal grocery stores. Otherwise, this market will resolve to "No".
A qualifying order issued within the market timeframe will resolve this market "Yes" regardless of whether it is later vacated, reversed, stayed, or superseded, regardless of its stated duration, and regardless of whether any store would otherwise have opened during the market timeframe.
A settlement, voluntary dismissal, or withdrawal of the litigation; a dismissal by the court; the City abandoning or modifying the grocery program in the absence of a qualifying court order; or any other disposition in which no qualifying order is issued will resolve this market "No".
The primary resolution sources will be official court records and filings; however, a consensus of credible reporting may also be used.
