IAEA Director General Rafael Grossi has repeatedly stressed the need for urgent inspector access to verify the pre-strike stockpile of roughly 440 kilograms enriched to 60 percent, yet Iran continues to block entry to damaged facilities like those at Isfahan, Natanz, and Fordow pending agreed protocols. A September 2026 IAEA report reaffirmed that the agency lacks any current information on the stockpile's size, location, or composition, heightening proliferation concerns and complicating sanctions relief tied to verifiable compliance. Negotiations face ongoing disputes over timelines, verification modalities, and sequencing with sanctions, leaving the path to any formal surrender agreement uncertain amid persistent access denials.
