Hamas officials have framed acceptance as reciprocal, conditioning steps on prior Israeli compliance with ceasefire terms, a full withdrawal, and no direct handover of arms to Israel, while Israel has reiterated that no withdrawal will occur without verified, genuine disarmament first. Implementation details remain unresolved as of early September, with ongoing mediation involving Egypt, Qatar, and Turkey, and verification mechanisms still being finalized. Trader consensus on whether these conditional commitments qualify as an official agreement to disarm by specific deadlines reflects skepticism over sequencing disputes, verification feasibility, and the risk that either party could halt progress.
